NYC mayor wants buildings to set smoking rules

This article seems to be about a bit of a 'mayor vs administration.' It talks about his administration trying to help New Yorkers find smoke-free housing. The Mayor is responding by saying that he has no intention of barring people from smoking. The administration, according to the article, is responding by saying that it does not actually ban any smoking, it just requires a person to be able to know whether it had been a smoking residence when they sign the lease. It also talks about knowing if there are any apartments in an entire building which have smoking allowed because there is still a chance of second hand smoke.
