Foreigners Have Tough Time Getting a Transplant

A limited number of organs are given to foreigners.  This number must be less than 10% of all transplants.  Any hospitals found giving out more than 10% of transplants to foreigners are subject to investigation and possibly suspended or expelled from the transplant center group.
