Newborns with missing spleen

It has been shown that "first gene, called Nkx2.5, which is associated with a rare condition called congenital asplenia, in which babies are born without a spleen." New testing is being done to see if parents want to get a sneak peak at the chances of a child is developing a spleen or not. Does this fall into the designer baby debate?
